Transforming Latvia’s Energy Network: Smart Meter Rollout & IoT Expansion

In the north-east of Europe, Latvia stands out as one of the Baltic States known for its natural beauty, vibrant capital city, and advanced digitalisation. With a population of just 1.9 million, the country embraces innovation across every sector—including its energy infrastructure. 

Latvenergo, Latvia’s leading electricity utility, was among the early adopters of smart metering. Yet, over time, their existing Automatic Meter Reading (AMR) solution began showing its age—lacking key functionalities and offering little flexibility for expansion. With a network growing towards 1.5 million meters, the need for a more optimised, future-ready solution was clear. 

In 2022, Latvenergo issued a tender to replace the old AMR system. Santa Monica Networks, in partnership with Cuculus, won the bid to deliver a modern, scalable, and integrated smart meter platform. The project included the delivery of 700,000 meters and the complex integration of multiple communication systems—from proprietary power line communication to standardised meters from several vendors—into a single operational backbone. 

At the heart of this transformation is ZONOS, Cuculus’ advanced meter management (AMM) and meter data management (MDM) solution. ZONOS seamlessly connects diverse meters, secures all communication through robust key management, and processes data at unmatched speed thanks to its modern, event-based architecture. Customer-relevant data flows directly from the AMM into the MDM, enabling real-time decision-making and greater operational agility. 

Latvenergo’s vision extended beyond basic metering. They wanted advanced reporting and asset management capabilities typically found in large ERP systems like SAP or Oracle—but tailored to their evolving needs. We delivered these through ZONOS Modular Report, providing dynamic dashboards, in-depth analytics, and easy-to-use drag-and-drop design tools. The asset management module was customised to integrate seamlessly into Latvenergo’s business processes, supporting everything from field operations to long-term infrastructure planning. 

The complexity of the integration was one of the project’s greatest challenges. Customized systems, multiple head-end integrations, and evolving business requirements demanded flexibility at every stage. As the project progressed, Latvenergo refined its processes and requirements, and ZONOS adapted in real time—ensuring the platform matched the utility’s operational realities. 

Today, Latvenergo operates a unified, secure, and highly adaptable smart metering ecosystem. Field teams have access to real-time dashboards, decision-makers can draw insights instantly, and the utility is positioned to expand into other sectors. Together with Santa Monica Networks, we are already exploring new IoT opportunities in Latvia’s gas and water industries, working in partnership with Latvia Mobile Telecom to bring the same level of innovation to these sectors. 


This project is more than a meter rollout—it’s a complete rethinking of how utilities operate in a digital-first era. By unifying complex systems, introducing advanced analytics, and enabling expansion into new verticals, we are helping Latvia build an energy infrastructure that is secure, scalable, and ready for the future.
