Cuculus welcomes strategic partnership between neugemacht and Horizon Energy Infrastructure

New collaboration combines technology, operational expertise and long-term investment to help German utilities accelerate smart metering and grid digitalisation.

Ilmenau, Germany, 9 September 2026 – As Germany continues to modernise its energy infrastructure, utilities face increasing pressure to implement smart metering systems while meeting evolving regulatory requirements and maintaining reliable operations.

To help address these challenges, neugemacht GmbH, part of the Cuculus Group, has entered into a strategic partnership with Horizon Energy Infrastructure (HED). Together, the companies will provide a flexible Metering-as-a-Service offering that combines intelligent software, operational expertise and long-term investment to simplify the deployment of modern metering infrastructures.

The partnership enables utilities to modernise their metering environments while building on their existing systems, processes and investments. By combining complementary strengths, the offering reduces implementation complexity and provides utilities with greater flexibility as they prepare for the next generation of digital energy networks.

Following its full integration into the Cuculus Group, neugemacht continues to operate under its established brand while leveraging the ZONOS™ IoT Platform, which provides end-to-end metering processes—from smart meter gateway connectivity and CLS device management through to measurement data processing, aggregation and interfaces with market participants. Developed specifically for the German energy market, the platform supports key regulatory requirements, including the Metering Point Operation Act (MsbG), Section 14a EnWG and Section 9 EEG.

The collaboration with HED complements this technological foundation with asset and rollout expertise, procurement capabilities, operational implementation expertise and long-term infrastructure investment. Together, these capabilities create an integrated solution designed to support utilities throughout their digital transformation journey.

“Germany has hundreds of utilities and Stadtwerke. Before neugemacht, nearly everyone was running their own integration business, because there are so many different solution components from different suppliers that have to be made to work together — again and again. neugemacht solved that problem by offering these services end to end. The partnership with HED now adds the last building block. It also addresses the financial challenge of the smart meter rollout and removes another reason not to move forward at full scale. This is a big step forward for the German utility market.”

René Böringer
CEO, Cuculus Group

“For many German utilities, the biggest challenge isn’t deciding to modernise—it’s finding a practical and affordable way to do it. Together with Horizon Energy Infrastructure, we’re helping to reduce that complexity. Utilities can gain a flexible Metering-as-a-Service solution that supports faster modernisation, reduces operational effort and builds on existing systems, partners and investments.”

Aurelius Wosylus
Managing Director, neugemacht GmbH

The partnership reflects the Cuculus Group’s commitment to supporting utilities with intelligent, scalable software solutions and strong local partnerships that simplify digital transformation while enabling long-term operational success.
